Since Sept. 11, 2001, government lawyers have argued that normal rules of law do not apply to terrorists -- whether they are picked up on the battlefield or inside U.S. borders.
But with former DOJ officials raising questions, allied nations crying foul, and Supreme Court review on the horizon, the Bush administration seems to be maneuvering to beat back criticism of its most controversial policies.
