Foreign National Can Sue to Enforce Treaty Right to Contact His Consulate

A foreign national has an individual right under the Vienna Convention on Consular Relations to be told that he can have his native country's consulate notified of his arrest, and he can sue for damages if that right is breached, the U.S. Court of Appeals for the Seventh Circuit ruled Sept. 27 (Jogi v. Voges, 7th Cir., No. 01-1657, 7/27/05).
